Synopsis

This report covers the Baltic countries of Estonia, Latvia and Lithuania. The three are all expected to join the EU, probably in 2004, and have aligned their telecommunications regulation, to varying degrees, with that of the EU. All three countries are all heavily influenced by nearby Scandinavia, with Scandinavian telecoms operators having invested widely in the Baltic countries. Estonia is the wealthiest of the three countries and is far in front in all measures of telecommunications development. It has high rates of Internet usage, e-banking and well developed e-government. Fixed-line numbers are declining in all three countries and mobile subscribers are growing quickly in Latvia and Lithuania.
