Synopsis

This report introduces the eEurope policy framework. The eEurope initiative is a wide-ranging project aimed at getting all citizens, schools and businesses online as quickly as possible. It builds on the legislative framework and focuses on overcoming access, awareness and funding obstacles to the uptake of digital technologies and activities. This report introduces key aspects of the policy, including progress reports relating to e-government, e-health and e-learning initiatives. E-commerce and E-services are in separate reports. The EU Council of Ministers formally approved the launch of the eEurope 2005 action plan in February 2003.
