Cambodia is striding to modernise its telecom infrastructure to support its digital transformation ambitions. It has in place a policy by which all government services will be accessible online by 2035. This will require progress being made in building out 5G networks and in creating the necessary data centre capacity. The government and regulator have prevaricated on 5G for many years, though more recently announcements suggest that progress is being made to release appropriate and sufficient spectrum and for a licensing policy to be put in place. The urgency to provide commercial 5G services reflects Cambodia’s pressing need to upgrade its telecom infrastructure in light of the strain which increasing mobile data traffic is having on LTE networks.
The government has addressed data centre capacity by investing in a $30 million National Data Centre in the capital, as well as investing in upgrades to the Sihanoukville-Hong Kong cable.
The number of fixed telephony lines in service continues to fall sharply as customers migrate to mobile platforms for both voice and data. The lack of any widespread fixed-line infrastructure has had a flow-on effect in the fixed-line broadband market, a sector that also remains largely under-developed.
One significant area of growth relates to m-payments. There are now more digital accounts than there are people in the country. As testimony to the steady digital transition being made in Cambodia, the number of digital payment transactions increased 78% in 2024 while the value of transactions increased 38%.
