Synopsis

Peering is the arrangement of traffic exchange between Internet service providers (ISPs). Under pressure of the ACCC Telstra was forced to provide peering arrangements between the 4 largest ISPs. Unfortunately the regulator didn’t secure similar peering arrangements for smaller ISPs. This has led to the development of regional Internet exchanges and commercial operations providing the service. In 2003 the ACCC started a new peering investigation; however, they never resulted in real solutions. The issue remains a sore point in the wholesale market.
