It is well recognised that the new telecommunications technologies offer great opportunities to developing nations to improve their lot. However, their means of achieving full use of these technologies is presently restricted. Several global organisations, such as the ITU, are attempting to foster programs to bridge the gap between developed and developing countries. This report described and discussed the efforts made from 1998 to 2003.
