This lack of political cohesion in relation to e-governance is successful exploited by criminals. Laws and regulations vary greatly between countries based on local politics and cultures. What is perfectly legal in one country could be illegal in another one. While governments squabble over their differences, criminals exploit the situation, since they can choose the country from which they operate.


 

It is critical that the world takes this issue far more seriously. No country in the world can separate itself from the internet – nor would any country seriously consider this, given that this would have very serious economic repercussions.


 

There is an urgent need to harmonise national laws at regional and international levels. If a sound international framework is not established we run the risk of fighting the next world war in cyberspace. The best way to win such a war is simply to avoid it.


 

So far, paedophilia and child pornography seem to be the only two areas where there is international consensus.
