In 2003, the US telecommunications market was stabilising, but a full recovery was not expected until 2005 or 2006. The wireless and broadband markets were showing healthy growth, but fixed-line telecommunications was still a very low margin business. Broadcast services had shown little growth, but advanced services, such as digital TV and other interactive services continued to show steady growth. Regulatory decisions were having adverse impacts on competition across the whole sector, and the Triennial decision of 2003 looked like it would not speed up the growth of broadband Internet services as was initially hoped.
