In 2004, the cable telephony market in the USA was still in its infancy. Unlike some other markets around the world, voice was not a major driver of cable services. However, cable operators were beginning to realise the potential to increase revenue through bundling telephony services with TV content and broadband Internet services. They had started to deploy PacketCable technical and marketing trials. Based on the results of those trials, the major operators would move to widespread commercial deployment in 2005, while simultaneously rolling out telephony in new regions. The merger of AT&T Broadband and Comcast Communications created a cable giant that was eager to roll out telephony services to its users.
