In order for the company to be able to provide these trans-sector services, a wholesale regime will be required that will deliver both a quality network and an efficient way to supply them. The current regulatory regime looks at market power in relation to the old telco environment, but regulation now needs to be directed equally towards the new regime. It should ensure that there will be no misuse of power, both in relation to local access level and to legacy systems.


 

It is essential that a technology-neutral regulatory framework needs to be deployed on a government level. This is perhaps best formulated through policies that support Service Oriented Architecture (SOA) – (rather than traditional telco-oriented architecture).
