Luxembourg has the highest mobile penetration rate in Europe, while broadband take-up is on a par with the EU average. Although the market was liberalised in 1998, the country has been slow to implement regulatory reform. The incumbent, P&T Luxembourg, still dominates all market sectors. Broadband take-up developed in earnest from 2002 with improved DSL infrastructure and the launch of the first digitised cable modem services. P&T’s monopoly of 3G services, launched in 2003, was short-lived, with competing services soon opened by Tango and LuXcommunications.
