Telecommunications is one of Colombia’s most dynamic economy sectors, particularly the mobile and value added markets. The country’s basic telephony market is complex, comprising numerous operators owned wholly or partly by local government authorities. The incumbent long-distance operator Colombia Telecom has been privatised since 2006, when it was taken over by Telefónica and renamed Telefónica Telecom, but the government still owns a 48% stake. Competition in the telecoms market received a boost in 2007, thanks to a resolution that opened up the long-distance market, as well as a Convergence Decree that set the stage for a single concession licence, and a regulatory ruling that reduced maximum interconnection tariffs by 50%. This report provides an overview of Colombia’s telecom sector and regulatory environment, accompanied by statistical data.
