While it still too early to claim a turnaround, it is clear that the mobile industry is undergoing profound changes. The saturated developed markets are forcing the industry to find new revenue streams. Europe’s mobile market continues to grow despite this market saturation - by the beginning of 2008, all major markets except Malta and France had a mobile penetration above 100%. Most operators have been affected by falling ARPU, largely caused by regulatory controls on mobile termination rates and international voice roaming, as well as on increasing competition among network providers and from a growing number of MVNOs.
