Mongolia‘s liberalised and competitive telecoms market is comprised of four key alternative players which together have steadily eroded the dominance of the incumbent telco, Mongolia Telecom.
Government efforts through the Vision 2050 program, as well as recent developments with spectrum management, will see the country progress with its digital transformation over the next decades. The overall aim is to make fixed and mobile services more widely available while encouraging the deployment of upgraded technologies. To this end, the changes to spectrum management in 2023 opened the way for 5G licenses to be awarded in May 2025, so allowing the five licensees to offer commercial services.
Fixed-line penetration has steadily increased during the last few years in line with the expansion of fixed infrastructure beyond the main cities. Although the capital Ulaanbaatar still dominates the fixed-line sector, accounting for three-quarters of all fixed broadband connections in the country, the widening availability of services is helping more people in regional areas to take part in the digital economy.
Internet access is chiefly via the mobile platform, and while the penetration rate is relatively high, at around 125%, further growth in coming years will be sustained by the attraction of 5G as these networks are built out. Mobile broadband remains a key component of the telecoms landscape, underpinning overall sector growth. Nevertheless, mobile networks remain relatively limited given the size of the country and the large areas, particularly in the border regions, which have a low population density. To address this, the government is pursuing a national satellite program, with the anticipated launch of the Chinggis Sat satellite and with SpaceX’s Starlink unit having provided LEO satellite broadband since 2024.
