Spain and Portugal have advanced telecom markets with a strong Internet and growing broadband base well served by the cable and DSL platforms. In Spain, the regulator is determined to foster competition by providing access to the incumbent’s networks, including the new ADSL2+ infrastructure. Mobile penetration is above the EU average, while all network operators provide 3G services and have expedited HSDPA upgrades. Competition from the MVNO sector, which was slow to develop, is now helping to drive down prices. The digital TV sector has also progressed under cautious regulatory guidance, with digital licences expected to be issued during 2008.
