Synopsis

Archived report. This report was archived in December 2004 and has not been updated. Tele-services are rapidly becoming more widespread, as broadband is providing more easy and affordable access. While the applications have been around since the 1980s, uptake has been very slow because of high costs and low levels of access. Teleworking requires a behavioural change and will continue its rather low level of progress. It is a more efficient way for governments to deliver services and will see a more rapid take-up as will security once affordability of broadband has become more common.
