Synopsis

Archived report. This report was archived in 2003 and has not been updated. By 2002, there were undeniable signs that the worldwide policy of privatising incumbent telecommunications companies was not working. Competition is not increasing, and companies are continuing to fail. The 3G debacle in Europe is a further indication of the reckless financial decisions made by some unregulated national carriers. There is a growing movement that supports the separation of the infrastructure functions of the national carriers, and retain government control over them, and privatise their retail operations (structural separation). This move could also expedite the implementation of broadband services.
