The Internet has conquered the world in such a short time that the incumbent business and government structures have been unable to shape these developments. Policies and strategies have basically been prepared on-the-fly. However, the importance of the Internet to societies and economies ensures that slowly the institutions are catching up. Fortunately the Internet has established itself to such an extent that its fundamental nature can’t be changed any more. It is therefore to the benefit of the Internet that proper rules and regulations are built around this global concept of communication and information sharing.
