Synopsis
By the early 00s, the global telecommunications focus had moved from the plain old telephone network to the functions it has in a knowledge based society, key words here are the Internet, broadband access and mobile communications. The focus in the 1990s was on privatisation, rationalisation, and shareholders value. A new balance is needed that also takes the national interest into account. This applies to countries across the world, and regulators are the key facilitators in this new paradigm.
