A successful telecoms industry can significantly contribute to a nation’s wealth and social welfare, and national policies and strategies are therefore required to maximise these benefits. Less interventionist countries have largely left it to the market to sort itself out through relatively broad national policies in relation to market deregulation. This process, while it has delivered lower costs, has not resulted in more innovation. Some countries were lucky and had the foresight to develop alternative infrastructures in the form of cable TV, which almost by default, provided the necessary infrastructure-based competition to lead to the changes needed to achieve the rapid introduction of more services. This report provides an overview of the global regulatory environment, including analyses on topics such as unbundling of the local loop and open networks. The report also includes an overview of the regulatory environment on a regional level.
