Most of Europe did not follow until 1998. Deregulation led to unprecedented growth. However, competition has proved to be more difficult to implement than was envisaged. Next battlefield: broadband. Overlap between telecommunication regulation and content or broadcasting regulation. While the increase in regulators and legislative reform is certainly encouraging, new technologies and services are moving faster than the bodies that regulate them.
