He prepared a special report, reproduced below, which explored the notion of ‘trust’ in the context of today’s world of electronic relationships. He examined the need for a flexible system, which strikes a balance between robust authentication tools for the protection of personal privacy and the capability for government intervention for security purposes, should the need arise. He postulates a consumer-in-control model in keeping with the increasing desire in a network-centric society for ‘control over our own electronic destinies’.
