Most of the debates around the world, relating to the need for open access networks and pro-competitive regulations to stimulate innovation and lower costs to end-users, are aimed at reining in the dominant powers of the incumbent telecoms players. The fact that more than US$5 billion is spent around the world every year on legal costs to sort this out is an indication of what is at stake. At the same time it illustrates the complexity of this process in the telecoms industry, which, of course, is being exploited by the incumbents.
