The 350 million Western European mobile telephony users are seen as one of the crucial markets in the world for the development of mobile non-voice services. Mobile phones penetration has reached more than 100% in some markets, and is nearing saturation in others. Europe also saw inordinately expensive 3G licence auctions and beauty contests, costing operators some €150 billion. As a result, a range of wireless data applications have been launched to attract customers and recoup investment.
